As an administrator, you can set the permission to publish processes and value streams to the global library, but only if you have the permission enabled. This permission allows you to make the process or value stream available to other companies and is not needed for publishing processes, value streams or managed documents normally.

Quick Steps
Open the Settings from the left navigation
Click on the Users button
Open the individual user detail screen
Select / unselect the Publish to Global Library permission
Click Update User
You can also apply permissions in bulk.
