Users do not have access to drafts. Access to a draft version is restricted to the stakeholders and administrators.
When a user tries to access a draft, they will receive a message telling them that it is still being constructed.
They can opt-in to be informed when the item is published by selecting the relevant button. A notification will be sent out once the item is published.
